To achieve policy goals of new medical reform, a control line of drug proportion was delimited for hospitals by the Department of National Administration. However, to formulate criteria of drug proportion in a scientific and rational approach has been a challenge, which plagued numerous medical workers. This study aims to analyze the baseline data of drug proportion and its impact factors in clinical departments, and quality control charts are applied to explore an estimating method and process for rationally formulating an index criterion of pharmaceutical management, so as to provide a reference for hospital management practice.
Compared with traditional HTA, the most fundamental feature of HB-HTA is “organizational perspective”, which is based on the actual situation of the hospital and supports hospital management decision-making. The new health care reform has set higher goals and requirements for hospitals. HB-HTA has management, economic and technical functions, and it can provide methodological support for health care policy management and decision-making based on the current optimal evidence, and promote the transformation of hospital from administrative decision-making to evidence informed decision-making. As an integral part of HTA network, HB-HTA plays a role in health technology networks through vertical cooperation mechanism and horizontal diffusion mechanism. It can interact and cooperate with national and regional HTA, as well as spread based on a specific medical field.
With the continuous development of health system, more and more countries recognize that the health system performance evaluation is an indispensable part of improving government management and health system. Some developed countries have already set up comparatively perfect evaluation systems. This paper compared and deeply analyzed the history of establishment, evaluation framework, evaluation index, and evaluation data of the health system performance evaluation systems of Britain, Australia and the United State, and some suggestions for improving the evaluation of new medical reform in China were given.
