哮喘是世界范圍內的主要慢性疾病之一，也是導致死亡的主要原因之一。有證據表明過去20年哮喘的發病率顯著增加，在兒童當中尤為明顯。編寫哮喘防治全球創議(Global Initiative for Asthma，GINA)的目的在于增進衛生工作者、公共衛生行政部門和普通公眾對哮喘的認識，通過全世界的共同努力，提高預防和管理哮喘的水平。GINA提出了一
個哮喘的科學報告，鼓勵指南的普及和實施，并提倡哮喘研究的國際性合作。
